You’re either looking at trains via Manchester or Wigan, or maybe the 100 bus from Warrington, get off at the Trafford Centre and catch the 22 to Swinton Precinct – the Civic Centre is over the road.
I prefer travelling by train so train to Manchester and train from Manchester Vic to Swinton station then walk along Station Road to the cross roads with Chorley Road: voici.
Train to Swinton from Victoria or bus 36/37/38 from Piccadilly bus station.
Going Walkden first for a bit of Wetherspoons action as there is no boozing on the coach (not officially anyway) or no boozers near the ground, well expect that bar in the new stand.
